Some official minimum hourly wages that also apply to temporary agency workers

Your wages as a temporary agency worker may not be lower than the wages of a permanent employee at the company where you work, and therefore not lower than the minimum wage for that sector. Some examples per hour.

Gross minimum hourly wages from the minimum wage database of the FPS Employment, in each case the version in force on 15 September 2026: cleaning and construction from 1 July 2026, hospitality from 1 September 2026, freight transport from 1 January 2026, security from 1 August 2026. If a permanent employee at the user earns more, you, as a temporary agency worker, are entitled to that higher wage.

  • What the law says. ""The wage of the temporary worker may not be lower than that to which he would have been entitled if he had been employed by the user as a permanent employee under the same conditions." (Art. 10 of the Temporary Agency Work Act). This may only be deviated from if a collective labour agreement declared generally binding in the joint committee for temporary agency work grants equivalent benefits.
  • Also access to facilities. During your assignment, you are entitled to company facilities, such as the canteen, childcare, and transport facilities, under the same conditions as permanent employees, unless a difference in treatment is justified for objective reasons (Art. 10bis).
  • No separate salary scale. In the Joint Committee for Temporary Agency Work (PC 322), no collective labour agreement on minimum wages has been in force since October 1, 2009. Your wage therefore follows the wage at the user company.
  • Recognized employment agency. Temporary employment agencies in Belgium require prior accreditation to lawfully carry out temporary employment activities.
  • Written contract. The employment contract for temporary agency work must be established in writing no later than the moment your temporary assignment with the user begins.

Does a temporary worker earn less than a permanent employee?

In principle, no. The Temporary Agency Work Act stipulates that your wage may not be lower than what you would receive if you were employed by the company as a permanent employee under the same conditions. Deviation is only permitted if a generally binding collective labour agreement in the Joint Committee for Temporary Agency Work grants equivalent benefits.

What is the minimum wage for a temporary worker?

There is no separate minimum wage for temporary agency workers: since October 1, 2009, no collective labour agreement on minimum wages has been in force in the Joint Committee for Temporary Agency Work. Your wage follows the wage at the company where you work, and therefore at least the minimum wage for that sector, for example €17.1660 per hour for standard cleaning or €18.592 per hour in Category I of the construction industry.
